I can see your point regarding the speed of change and RadioSport. A rule change is a big deal. However no statement from the contest sponsor is an opportunity for one to exploit a loophole. For example, will an operator employ CW Skimmer technology then classify an entry as Single Operator All Band (SOAB) instead of SOAB assisted in the near future?
Currently, I do not have an official statement regarding the use of CW Skimmer during a contest and no action reminds me of the use of steroids in Major League Baseball. The checks and balances were in place i.e. drug testing but no one pushed the press-to-test button.
A rule change, as mentioned in your comment, impacts all contesting software and that is a big deal for RadioSport as well. But the cloning of the signal report does not have utility in the exchange anymore. Have we painted ourselves into a corner? Perhaps.
You have a valid point and an ethical one as well. If an operator does not send me the complete exchange then I must decide on logging the QSO. Certainly if enough operators decide to enforce the 'complete exchange' rule then it is the log that will tell the final score.
